Uganda’s Third Voluntary National Review (VNR) Report 2024

As Uganda presents its third Voluntary National Review (VNR) in 2024, the nation reflects on its progress towards the 2030 Agenda for Sustainable Development.

The Voluntary National Review (VNR) is a part of the follow-up and review mechanisms of the 2030 Agenda for Sustainable Development. This review is a process by which member states take stock of and assess progress and shortcomings in the implementation of the goals and targets. It is a regular and inclusive review of progress at the national and sub-national level, which is Country-led and Country-driven. The VNR reports are presented to the United Nations during the High-Level Political Forum every July of the year.

Uganda’s third VNR comes at a crucial midpoint in the implementation of the SDGs, building on lessons from the first and second reviews. Adopted in 2015 when Uganda held the UN Presidency, the 2030 Agenda serves as a guiding framework for Uganda’s National Development Plans (NDP). With 201 applicable indicators, 127 of which have data points, Uganda strives to achieve social and economic transformation, environmental protection, and inclusivity.

The VNR report’s preparation was spearheaded by the Government of Uganda through the SDG Secretariat at the Office of the Prime Minister. This inclusive and data driven process involved various stakeholders, including ministers, members of parliament, MDAs, HLGs, the Inter-Religious Council, CSOs, academia, and youth. Public participation was encouraged through an E-Platform, ensuring broad-based engagement and transparency.

Uganda’s third VNR highlights the nation’s dedicated efforts and progress towards achieving the 2030 Agenda for Sustainable Development. By addressing emerging challenges, strengthening policy frameworks, and committing to key initiatives, Uganda continues to pave the way towards a sustainable and inclusive future. This report was presented at the High Level Political Forum on 15th July 2024 where Uganda showcased these efforts on the global stage, reinforcing Uganda’s commitment to the SDGs and the broader 2030 Agenda.
