Dr. Albert Byamugisha
Dr. Albert Byamugisha is currently the Senior Technical Adviser and Head of the National SDG Secretariat at the Office of the Prime Minister, Uganda. The scope of work for the adviser includes the following:
– Support to implementation of the SDG 2030 Agenda Platform.
– Support the Minister for General Duties and the Permanent Secretary at the Office of the Prime Minister in implementation and monitoring of the SDG Roadmap.
– Head the SDG secretariat as a convergence space for the government, Civil Society organizations, private Sector, youth, women, people with disabilities and partners to support the implementation of the SDGs.
– Support the implementation of a stakeholder engagement plan, including organization of engagement activities including workshops and other events related to the Agenda 2030.
– Support the directorates of Strategic Coordination and Implementation monitoring and evaluation departments in serving as liaison between the SDG technical working groups and different stakeholders, including Government entities at all levels.
– Support to the Directorate of Monitoring and Evaluation, providing technical assistance in the production of Government Performance Reports (ensuring that a chapter on SDGs implementation status is included) and in the institutionalized Half and Annual Retreats of Cabinet Ministers at which the Government Performance Report is presented.
– Support to the Presidential Advisory Committee on the Budget (PACOB) Providing Technical support to the operations of PACOB by defining the framework of PACOB with the view of ensuring that PACOB, addresses alignment of sectors work plans and targets to the NDP, manifesto and SDGs.
Prior to this position, Dr. Byamugisha worked as a Commissioner, Monitoring and Evaluation in the Office of the Prime Minister an M&E Expert at the National Planning Authority, Uganda, served as an Assistant Commissioner in charge of Statistics, Research, Monitoring, and Evaluation in the Education Planning and
Policy Department of the Uganda Ministry of Education and Sports. He also worked as a Lecturer and Head of Department of Statistical Methods at the Makerere University Institute of Statistics and Applied Economics (1991–2000). He has published over ten papers in internationally–refereed journals and four chapters in published books. He has presented various papers in international academic conferences and workshops and training opportunities for policymakers on topics related to organizational performance and impact evaluation. He holds a Ph.D. obtained from Kobe University majoring in Regional Cooperation Policy Studies. He is also an Adjunct Associate Professor at School of Business and Management at the Uganda Technology and Management University.
